They're in your 'My Documents' folder. I always lose them too. Documents, or My Documents, then Lord of the Rings Online.

i looked there there is plugin data and then acounts and servers and blah blah ... but its not there

If you're using Steam, then you're gonna have to right-click on LOTRO in the Library window and select "View screenshots"
