anfalas scrolls in Dol Amroth?

Hello - looking to get some Anfalas Scrolls of Empowerment to upgrade legacies. The forums say that doing the Armoury Training Exercise is a one way. Who barters the Scrolls? The Quartermaster and the Relic barter for Anfalas Scrolls of Delving but I can't find someone who barters for scrolls of empowerment.

There are actual two vendors. One requires Amroth Silver Tokens that you can obtain anywhere in the zone. The other requires both Silver & Gold Tokens of Dol Amroth. The Silver Tokens can be earned from doing the dailies within the city while the gold ones can be earned through the Training Exercise you can do once a day.
