I think it's because dwarf engineers spent the first few years of the game designing a jet ski for Lake Evendim. Before the project was finished, the swift travel boats were added. I think they are working on surfboards now, though the War of Three Peaks might delay production. (I've heard rumors of mithril cannons...)

Now where would be the fun in that? no going back and forth, cause you can only surf in one direction. why.....one would miss all the extra quests, orcs, wargs, goblins and such. no...one must not surf across middle earth, but stroll, cross mountains, enter caverns, explore across the vast landscape and take in all its beauty.

The Hobbits used to have them, but turned them all into fancy tables for food after the Elves laughed at them when they were surfing in Belegaer.
There are no surf boards, because there are no surfers. There are no surfers, because of Sea Monsters. Think Megalodon or maybe Mososaur. So even the big sharks stay close to shore to stay safe, and enjoy any stray humans foolish enough to roam the water surface without being in a decently sized ship. We are crunchy and taste good with ketchup.

Surfing was invented in the Summer Isles, South of Westeros, clear on the other side of the world from middle earth.
Why doesn't Middle-earth have surf boards? - Just because you don't see something doesn't mean it isn't there.
Because complete boats and ships are much more efficient.
(Even wine barrels can be much more efficient watercrafts!)
