Cannot access any Standing Stone sites

    Here are the symptoms.

At home, I have lost all ability to access Standing Stone sites. I cannot launch LOTRO or DDO Online (it sticks at "loading prerequisites). I cannot reach the LOTRO.com or DDO.com web sites - including this site. Everything associated with the game is unavailable.

I can access anything else I try to access.

The problem effects multiple devices in the home . . . every device in the home that goes through the WiFi system. This means that it is not a matter of my virus scan as my iPad and my PC have entirely different operating systems, and entirely different anti-virus protection.

    I have rebooted the routers.

I suspect that I will need to contact my internet provider to ask them what is going on. However, I would like to have an idea of what is going on.

    Any hints?

In my experience it is a blocked IP address if it's for all services. Are you using a VPN? Use a different server/city/country.

Moving to a new city seems a rather drastic option. My wife will likely disapprove. I am not using a VPN. It is just my home computer and iPad.

Three days now and I have gotten nothing useful from anybody.

I have run a trace route to try to find the problem. I do not know how to read these things. Maybe somebody here can translate this for me.

Unfortunately this does not give any useful information. It tells us the pings used for the trace reaches the IP address 4.31.43.210 and after that step you don't get any responses. That IP address belongs to Level 3 - one of the big netowners who tie together various ISPs.
Sadly this is of no help - when I try a traceroute I end up at the same IP, yet I can reach the SSG and LOTRO sites, so it seems that pings are simply blocked further up the route.

In short - the packets traceroute uses stop at one place, but other types of packets can continue further upstream.

If I were you I'd start by taking a serious look at your network equipment - router, wireless AP, or whatever you have. Anything in your home that is between your computer and the Internet. Traffic can get blocked there - although I have no idea why traffic to SSG/LOTRO would suddenly be blocked.
Also, you mentioned your wireless connection. Have you tried a wired connection?

I am not sure where newwebvip.lotro.com came from, but that trace shows that you can't get past Level3 (the backbone operator). Try gls.lotro.com and see what that shows.

Below is mine using PingPlotter (free)
    Target Name: gls.lotro.com
    IP: 198.252.160.30
    Date/Time: 11/22/2019 14:43:44 - 11/22/2019 14:53:44

Hop Sent PL% Min Max Avg Host Name / [IP]
    1 1 0 3.22 3.22 3.22 [192.168.1.1]
    2 2 100 0 0 0 [-]
    3 1 0 10.76 10.76 10.76 [96.34.75.101]
    4 1 0 11.04 11.04 11.04 [96.34.79.196]
    5 1 0 19.70 19.70 19.70 [96.34.72.83]
    6 1 0 22.43 22.43 22.43 [96.34.2.70]
    7 1 0 20.41 20.41 20.41 [96.34.3.35]
    8 1 0 19.83 19.83 19.83 4.68.37.125 [4.68.37.125]
    9 1 0 41.40 41.40 41.40 4.69.214.37 [4.69.214.37]
    10 1 0 41.65 41.65 41.65 4.31.43.210 [4.31.43.210]
    11 2 100 0 0 0 [-]
    12 1 0 44.00 44.00 44.00 gls.lotro.com [198.252.160.30]

My trace shows that I am getting to the login server (gls.lotro.com). Note that a line saying 100% packet loss yet ping (the protocol) returns a number past that line says that responding to ping requests have been turned off for that node. The number being the millisecond received time in the fastest times, the slowest times and the average time. A line saying 100% packet loss and no subsequent number other than 100% packet loss means that the host you are testing is not getting the packets.
