"Which resident of Middle-earth do you think has the best sense of humor?"

Viznak! His entire dialogue is excellent scripting! "Tasty, right? Why you make faces?" And because he's "the smartest Goblin ever"!
    Another one bites the dust...

Definitely Gollum. Everything he says is pure hilarity.

I'm sure its not that I'm making fun of his accent! I mean when I imitate it in front of his people, I'm simply showing my appreciation for their culture.

    You: ...ok
NPC: Excellent! Now, i need to to go back one more time and kill the whatevers signature leader!
You: ... I already killed that guy each of the last two times i was over there, but ok. I better get a good reward for this!

    Gandalf.

He's had me since, "A wizard is never late. Nor is he ever early. He arrives precisely when he means to."

A line I use often at my job when someone tells me I'm late or early. (Well, except the "wizard" bit.)

    Brandy: Cupcakes of Doom.

Forlong perhap? IIRC he laughed about everything.. but if we're talking about who has the best laughter that would be the Drúedain of course.

So true, so true... and beyond funny/annoying.
But I'd pick Tom for the funniest!

    Hrm

I don't know that I can pin that down to one NPC as many of them have cracked me up in various ways along the way - plenty of funny, snarky, smirky, jesty to go around.

    I can haz points now?

Which resident of Middle-earth do you think has the best sense of humor?

    Sauron

I always find the various enemies' quotes very funny.

They always boast and threaten you, just before they get stomped to the ground.

My first thought exactly ~ Goblins! Especially, when they Cackle like the Brownies in Willow, RIGHT before I turn them into a lilttle green Haunted Burrow basement trophy. Always cracks me up.
...And I can't wait to meet Viznak!
“Some believe it is only great power that can hold evil in check, but that is not what I have found. It is the small everyday deeds of ordinary folk that keep the darkness at bay; Small acts of kindness and love. Why Bilbo Baggins? Perhaps because I am afraid, and he gives me courage.” ~J.R.R. Tolkien

    Boromir of course!

Surprised no one mentioned Peregrin Took. That little guy goes though hell and still jokes about everything.

"Which resident of Middle-earth do you think has the best sense of humor?"

Isólf and Ingifast at the Orc-watch.

After you, a hero, have been sent to speak to several of the dwarves, Isólf
gives you your first task: "Please take this shovel and help clear the
road of the mess they left behind."

That's a really good way to use a hero, isn't it? Cleaning up goat droppings :-).

Afterwards, Ingifast has this to say:

"Woh, you smell ripe! Oh, did you clean up the road behind us? The goat
pulling our wagon down from Orc-watch didn't seem too well. Thank you
for cleaning up the mess, but please quickly take it over to the pile near
the goat. You are looking a little green from the smell, and I might join
    you soon!"

After that, you really get what you deserve: Petrified Goat Dropping.
