    What is easiest / best method to acquire Scrolls of Empowerment (u23)?

    Title says it all.

    Thanks in advance for any ideas!

    my guess is: either MT dailies or Thorogfarms.

    Ways to get SoE:
    questcoins in western and eastern gondor (I doubt its worth farming them).
    dailies in DA, which yield slightly more
    dailies in MT, which yield a lot more
    running instances. Featured, Mordor T2c or grey mountains.
    In grey mountains instances, I get usually 1 SoE for a T1 run, 2-3 in a full T2/T3 run. Thats far worse than MT dailies.
    Then... there is the skirmish camp and epic battle barterers. epic battles result in roughly one scroll per battle plus marks/meds, but the mark/med rate somewhere else like thorog should be a lot higher...

    North and South wall MT dailies, you can get between 4-6 scrolls per set depending on how many leftover barter tokens from previous sets.

    All 3 MT sets (builders, burgmen, smiths). One set takes place in MT sewers. Yields 7-8 scrolls per day. By far the most efficient route though boring as heck.

    Yeah, but they cost a great deal of Marks.

    MT is the fastest way to go:
    North Wall
    South Wall
    Cisterns

    All three are repeatable (daily) and available from some guys just across from the horse-rental dude.
    Those will net you at least 8 scrolls (sometimes more) and should be doable in about 15 min. each (depending on your level/skill sometimes much faster).

    I'm pretty sure that the fastest (and least tedious) way to get scrolls now is to run Throne T2C for ancient ithil coins.

    Well, calculate your play time and it is far from quick. You need way too many SoE scrolls for that, unfortunately.

    It's all relative, my LI's were maxxed out when the cap was 105, so my needs were less. It also helped I had about 30 scrolls in my vault collecting dust. Again, all relative.

    The question should be clarified: for those that don't generally do instances, let alone T2C raids. It is quite well known that it about rains starlits and SoEs in those instances, so getting them for people who run them is not an issue. The problem is that while before, starlits and SoE were completely unnecessary for general landscape, since Mordor they are required in order not to have totally gimped LIs. So the big question is: how can non-instance runners get them.

    MT dailies definitely offer the best return on time invested for SoEs. Especially at 110+, all three sets (Smiths/Builders/Burgmen) can be done in under 1 hour and yield 7/8 scrolls. Literally under 10 min/scroll, provided you have 'Return To' skills down to 5 min or have ports (Warden/Hunter)
    My typical routine: port to pre-battle MT, get the 3 meta quests. Take quick horse to Sages circle, as soon as you port over, dismount, go down ramp and continue straight. In the cisterns, a single sweep from SW of the map to the North part, where you block the breach. Leave instance, turn in quests, port back to main gate. Swift horse to North Rammas, do instance there, turn in, port back to MT. Optional: ride out to central Pelennor to kill the Uruk-Hai. It yields one extra token. Then ride to South Rammas, do the instance there, turn in, port back.

    On my Warden, one run takes about 35 min. You get: 12 builders tokens, 10 burgmen, 12 smiths. 5 builder tokens barter for 3 burgmen, so 5 runs is 60 builders for 36 burgmen. Burgmen barter for smiths 5 for 5, so final total for 5 runs is 145 smiths tokens +1 leftover burgmen token. That is 36 SoEs with 1 smith token left over, or just over 7 scrolls per run, about 1 scroll in 5 min.

    Additional note: given scrolls stack only up to 10, best to just keep Smith's tokens in the wallet and exchange for scrolls as needed.
