    Ahhh, Gollum... makes perfect sense. I'd like to think I'd have gotten it if I spent a little more time thinking about it . Boss has been peeking over my shoulder a bit too much today.

    That does sound like a tough riddle, Grace. I'll wager a guess as well, though... fear?

    since an alarm in and of itself cant save, but can protect if its used/reacted to properly.

    Thinking more about it, I'm going to amend my guess from an alarm to a warning. Fits in better with "attempted to foil a plot" (implies conscious intent), and "in saving I lose though boldly used" (Possibly meaning ...when overused -- think "boy who cried wolf").

    This could be too easy of an answer for it to be right, but I think maybe we've been overthinking this one.

    I'll say it is The One Ring.

    -The One Ring is a weapon, but not in the traditional sense of swords, axes, bows, etc.
    -The One Ring attempted to foil its own destruction at Mt. Doom and tempted Frodo to keep the Ring rather than destroy it.
    -After Bilbo left the Shire, the ring remained in Bag End, safe and secret.
    -This one, as with others, stumped me.
    -Frodo tried to save himself from the Nazgul on Weathertop by wearing the One Ring, a move that obviously failed as Frodo was stabbed by the Witch-King.
    -I think this line refers to Bilbo's use of the One Ring in The Hobbit.

    The Wargs were scared but the Goblins were not....

    As to your riddle: Aragorn's mother, Gilraen, who called him Estel (hope) and specifically said to Elrond, "I give hope but keep none for myself", will be my guess. Though I may be reading into the first line a bit, she is, per terms of the Witch-king's riddle, not a Man, but a woman.
