    Update 16.1 Release Notes - PRELIMINARY AND NON-FINAL - BULLROARER ONLY

    The following release notes are for the Bullroarer public test server only and may not reflect the final list of changes or updates included at release.

    These notes are not final and should be viewed as a work in progress and subject to change.

    Due to the method of gathering information for the patch notes, there may be duplicate/similar entries or topics that are not included.


    The Eyes and Guard Tavern is now open! The Spring Festival will be turned on for this Beta session.

    Important Note: Please be aware that the build you are seeing here is a work in progress and is by no means the finished Update 16.1 product. There are items that are not yet complete. There may also be items missing from this initial list, this is not intentional and will be added as we progress.
    You can use Character Copy to bring over an existing character from the Live servers.

    Changes in this build:
    Misc:
    • Add the ability to use multiple rep items at once: Shift-right-click on a stack of rep items to get a dialog which allows you to choose how many items you want to use. You can remap the mouse button/modifier for this action through the options/key mapping panel.
    • Make it so that the base right-click/doubleclick to use an item functionality never kicks in when you hold one of the modifier keys (alt, ctrl, shift, win).
    • Reputation acceleration tomes can now be multi-used via shift-right-click.
    • The third-person camera now follows your character more loosely while using a travel route, making camera movement feel a little smoother.
    • The radar map will now animate more smoothly while moving. To restore the previous behavior, which may yield a marginal performance improvement, uncheck "Radar Animation Smoothing" in Options -> UI Settings -> Miscellaneous -> Radar Animation Smoothing.
    • Many commands listed in /help are now grouped by category, such as Emotes and Communication.
    • Main Stat tooltips in the Character Journal are prettier.
    • One-shotters in the Moors should no longer attack their Creep allies.


    Regions and Quests:
    • Shire - Instance: A Gift for the North - fixed issue where killing the troll early broke the instance
    • Rohan - Sutcrofts - Quest: Borrowing Barricades - changed how players loot the barricades for scrap
    • Great River - Eorlsmead - Deed: Stangard Exploration - players can now enter the the Abandoned House once they reach Ally with the Riders of Stangard
    • Bree fairground stage for RPers - Travel has been added from the Western Bree Stables and the Prancing Pony Stables to the Bree Festival Grounds. A large stage has been added to the festival grounds for performances throughout the year!
    • Endgame - Dol Amroth - Training Exercise: When accepting quests from an NPC during the Training Exercise instance, that NPC will now bestow all six quests instead of two quests at random.
    • Quests - Eastern Gondor - Lost, but Not Forgotten - Mablung's rangers will no longer stealthily disappear when you finish their quests. They'll now wait until you aren't looking to sneak away back to the culverts.
    • Mablung now has a Healer among his men in the culverts of Osgiliath who is ready to sell you potions and repair your equipment.
    • Osgiliath -- Hunters can now make use of a camp site fire in the Osgiliath Culverts.
    • Eastern Gondor - Upper Lebennin - Sworn to Secrecy - Corrected a typo in Angbor's story.
    • Central Gondor - It is now easier to obtain reputation with the Men of Ringlo Vale, Dor-en-Ernil, and Lower Lebennin. The bounty quests found in Dor-en-Ernil and Ringlo Vale now award more reputation on each of their three possible completions, and all of the repeatable quests available after finishing the main storyline of each area now award substantially more reputation.
    • Limlight Gorge - Limlight landscape monsters now drop Limlight Rep and daily repeatables can be reset.
    • Angmar

    - A milestone has been added to Iorelen's Camp
    - A stable master has been added to Iorelen's Camp (Known issue - some travel routes to this destination are not working)

    Instance and Epic Battles:
    • Deeds for the Ashes of Osgiliath instance cluster can now be found on a new tab on the "Instances" panel in your deed log.
    • Osgiliath Instances - Monsters in scaled versions of the instances will no longer aggro from a huge range and will wait until you are close to begin attacking.
    • Morgul Crest drops have been increased by 50%.
    • Ruined City:

    - Deeds will now correctly bestow (Known issue - cannot be completed)
    - text for Challenge quest is now worded more clearly
    - fixed an issue where sometimes Lumithil's first drama line wouldn't play.
    - Added a chest to for defeating Jukotor
    - the door to exit the Palace of Eldacar is now locked until you have defeated Lumithil
    - Fixed an issue where the Mysterious Stranger would occasionally refuse to step forward and reveal himself
    - Fixed a potential issue where defeating Lumithil too soon after the second Harrowing Fell-Spirit appears could result in eternally spawning Fell-Spirits
    - Thrug boss fight:
    - Respawning Orc adds now turn off and on correctly when the boss fight respawns.
    - A cosmetic issue with the exit gate where it could get closed (but would then be ethereal) now fixed.
    - The wooden lever no longer has silly mouse-over text.
    • Dome of Stars:

    - Upal-Keng's adds will no longer continue to spawn endlessly if he is killed within 20 seconds of starting the fight.
    - Deeds - Deeds for completing Tier 1 and Tier 2 will now properly complete at the end of the instance.
    • Dargnakh Unleashed - Dargnakh's Pounded attack does a more reasonable amount of damage.
    • Carn Dum - Gurthul has practiced his fell magics and now knows how to stun Rune-keepers, Wardens, and Beornings.
    • Sari-surma - Drugoth - Drugoth has learned to wield the power of Beornings. Hint: It involves bees.
    • Raid - Tower of Orthanc - boss hitpoints have been adjusted.
    • Epic Battles - Deeping Wall (Raid) - Legolas now always returns to the wall after Assault on the East Tower ends.
    • Epic Battles - Secondary quests in all group sizes should now properly award Marks and Medallions.
    • Epic Battles - Deeping Wall - Raid - The arrivals and locations of each of the three Shak-hai are now announced during the Epic Battle.
    • Epic Battle, Instance, and Skirmish Mark and Medallion gains have been rebalanced. Epic Battles should give a little less, and Instances and Skirmishes should give significantly more. This should mean that Epic Battles no longer give so many more marks than other instances. The goal of this change is to give you more options for what content to run to get Marks.
    • Some instances have had their Mark drop rates increased less. These instances include Sambrog, School at Tham Mírdain, Library at Tham Mírdain, Iorbar's Peak, Ost Elendil, and Stoneheight. These instances should still give more marks than before, but other instances should now give similar Marks per hour.


    Class Traits and Skills:
    • Champion:

    - Second Wind's Imbued Power Restore legacy has been fixed and should now properly give you a moderate amount of power.
    • Loremaster:

    - Amour Debuff Potency should now properly display and increase the debuff of Ancient Craft.
    - The Lore-master traits Enfeeble and Force of Will can now both affect Ancient Craft at the same time.
    - Lore-masters with both the Enfeeble and Force of Will traits will now have the correct duration on their Ancient Craft skill.
    • Burglar:

    - Fixed issue with Dust in The Eye Miss Chance legacy not properly increasing the potency of the debuff.
    • Minstrel:

    - Minstrels with the Harmonious Anthems trait will now consume their anthems when using a coda.
    - Minstrels can no longer use Harmonious Anthems to stack three anthems per Minstrel for the whole group. Non-Harmonious Anthems Minstrel anthems still stack with each other.

    Items:
    • The Springfest vendors now have new rewards for 2015. Shrew pets can now also be obtained from the festival barter vendor.
    • Items - Star-lit Crystals' max stack size has been increased to 50
    • Beornings can now get appropriate gear from the In Their Absence instance chests.
    • Might-based agility armour has been added to a number of multi-output Tailor recipes.
    • Beornings now have both Eastemnet and Westemnet guild crafted Mounted Combat class bridle insignias.
    • The gear that drops from Hobbit Presents has been changed. Now, rather than getting a single piece of random gear from the 10-level band below you, you will get a box that lets you choose a specific piece of gear that is automatically set to your level, and is appropriate for your class. This box is bound to account, so you can send it to your other characters if you'd like.
    • The stats of some Hobbit Present gear have been slightly altered, especially past level 70. The gear should still be roughly the same power, but may have slightly different stats.
    • New level 50 Beorning gear is available at the Last Homely House.


    Legendary Items:
    • Imbued Legendary Weapons should now show correct "damage" text in examination tooltips from chat links or inspect windows
    • The Advancement Trackers will now show the same XP bar and Level values as in the Legendary Items panel for Imbued items.
    • You can now correctly see the main legacy for class items in the "inspect" legendary item displays
    • Imbued Legendary Items no longer show the upgrade stars in their examination tooltip
    • IMBUED LI: the potency of passive effects on Imbued Legendary Items (e.g., the +Parry Rating on a Champion's Greatsword of the First Age) is now tied to the tier of the Default Legacy on those items. This conforms to pre-Imbuement behavior, where applying a Star-Lit Crystal to an item would increase both the DPS and Passives: now, when your DPS (or equivalent) Legacy tiers up, the passives will increase as well.
    • IMBUED LI: Items ready for reforge must be reforged before they can be imbued.
    • Burglar:

    - Critical Chain Skills Critical Rating was not properly applying to a couple skills second attacks.
    • Champion:

    - Fixed an issue that was causing Fury of Blades Damage legacy to not affect the second or third attack of Fury of Blades.
    - Ebbing Ire's Tactical Mitigation buff was not properly applying to the player, this has been fixed.
    - Horn Damage legacy should properly affect Horn of Champions.
    - Dire Needs Cooldown imbued legacy was not properly reaching its pre-imbuement levels and now should reach -60 seconds around rank 30.
    • Guardian:

    - Reactive Parry Damage should now properly apply to the Guardians Parry response skills.
    - Light Damage Legacy should now affect Cataclysmic Shout.
    - Simplified the cooldown legacy progression of Catch A Breath.
    - Turn the Tables Cooldown legacy should now cap at rank 35 at 30 seconds.
    - Upped the Damage Stamp gets per rank from its legacy.
    - Guardian's Pledge should now reach -60 second cooldown reduction at rank 35.
    - Shield Damage should properly cap at 25% damage at rank 35.
    • Warden:

    - Spear- Shield Gambit Power cost legacy should now properly decrease power costs instead of increasing them.
    -Fixed an issue that was causing Hampering Javelin Reset Chance legacy to not properly apply to the skill reset.

    Player Music:
    • You can now hear player music from 30 meters away (Used to be 15 for most instruments).
    • Lute of Ages has been added to the game. This instrument can be purchased from any bard and plays the musical notes of the lute before Update 15.3.
    • The Misty Mountain harp has been added to the game. You can purchase this instrument from any bard.
    • Gléowine's Harp now displays properly for minstrels in combat, has a corrected icon, and for player music uses Misty Mountain Harp notes.
    • General Instrument changes:

    - Lowered the volume of the basic lute by about 12%
    - Increased the volume of the flute by about 15%
    • Tweaks were made to individual player music notes, including:
    • Clarinet:

    F3 - Removed the buzzing noise at the start of the note
    A3 - Increased the volume to be more in line with surrounding notes
    A4 - Made note less metallic
    Bb4 - Removed the slight squeak at the start of the note
    • Flute:

    Removed some of the breathiness on several notes (D2, B2, Db3, F3, A4, Ab4, C5)
    Eb4 - Increased the volume to be more in line with surrounding notes
    • Horn:

    F3 - Increased the volume to be more in line with surrounding notes
    D4 - Attempted to make the note less buzzy
    • Drum:

    Decreased volume on the shakers
    • Lute:

    Decreased volume on several lute notes (Eb2, Eb3, B3, F4, B4)

    Adding a couple more items

    - Some deeds for Saviour of Eriador used to have a minimum complete level of 55, which didn't match other deeds so now everything related to the meta should now be completable at 50

    - Some Mirkwood deed levels didn't match others so now everything should have a minimum bestowal level of 55

    So many grand quality of life changes! Thank you! I'm especially excited by the idea of non-Epic Battle instances giving more marks and medallions in a more balanced way. Many things to be happy about.

    Too late, my Creeps have already become conditioned, they literally cannot un-tense and relax anywhere. My WL is feeling especially litigious.

    I'm impressed with how quick this was fixed...it made Yellow line slightly better...which was anything but unwelcome. Interesting that other, actually problematic, bugs continue to exist on Mins.

    I really don't think that's enough. And I probably would have said that if you'd doubled it... And what does this mean for the 3 man? It now drops 4.5 crests?

    I'm very impressed with most these changes. They all seem to be good and to help balance things out (some that have existed for a very long time) as well as make playing easier. Love it. I don't see anything bad in the patch notes so far. I do wonder if the Large Shrew is included as barterable... and how much it costs if so. (edit: it costs 250; seems reasonable)

    Oh wow, all 6. A lot more tokens there. I like it though. Makes it not as annoying and a lot more rewarding. Used to have to do things that either were extremely fortunate... or not. But 7 gold tokens + other stuff a day MAY need balanced.
    Beornings now have both Eastemnet and Westemnet guild crafted Mounted Combat class bridle insignias.

    Nice use of Box tech. Would love to see it used even more.

    From a list of ideas I made, now that we're getting some more right-click support, could we see any other things like these?:
    • 'Ctrl+right click' items and they will instantly go into/out of storage inventories, without having to either drag & drop or right click, go to the option, & click it
    • Ability to remove all items in a tab at once, with a right click option (such as withdraw/move) or ctrl+double-click of the tab’s title
    • Hold Shift+double/right click on rep items, legacy rank up, or auto combine relics, and it will do them all at once. [first already done, thank's for that]
    • Hold alt+right-click with a piece of equipment to equip to the second slot of that type

    I like most of these changes. It will be interesting to see exactly what the Marks/Medallions increases are like - and if they apply to T2 as well. Please keep it up, and on the subject of LI Passives, I hope the developers are aware that scaling is a relatively small issue. We want to be able to replace them.

    On the current Bullroarer build there was no change on that trait against the note here in this thread. But I insist to leave this trait as it is now! Having up three anthems is the only reason except Call to Greatness (maybe) to trait this line.

    Well in Helms Deep 12 man raid I was able to gain 8 rolls in 1,5h... with this being nerfed... hmm

    I´m 100% sure that no (!) instance will give you the equal amount of marks as HD 12 man did

    So I guess this is a very little step to support the selling numbers of the empowerment scrolls from the lotro store :P

    Some very, very good changes/upgrades. Thank-you!

    While I am appreciative of them, I second (3rd, 4th, 100th) the above poster who suggests that allowing multiple relic combinations would be welcomed.

    Also the ability to right click (or shift-right click) an item to automatically move it out of where it is currently and move it to wherever the opened vessel is (examples to include but not limited to mailbox, trade box, vault storage, AH posting).

    Overall, I am very impressed with so many great changes coming our way. I can hardly wait for 16.1 ... and dare I say, more improvements coming in 16.2? ><

    As long as they didn't increase the prices in the skirm vendors, they generally increased and balanced the mark/med drop rates; while you may not get quite as much from how you used to (thought it may still be close), there will be more reliable ways to get a lot as well. So I wouldn't worry about it being harder, it seems like it'll be easier or about the same. Also, DA dailies got a big boost too; you can get 7 gold tokens a day per char now, which is 2.33x what it used to be, so you can get Scrolls of Empowerment (or anything and everything else, like IXP runes and Essences and gear) 2.33x faster from them as well. A bit shocked they did this, but I'll certainly take it. Plus I have 10 level 100's... so that's potentially 70 gold tokens a day.

    Very happy with some of these changes, especially with the increased currency gain from instances and ability to use multiple rep items (can we have an option to refine multiple relics now? Please? Been asking for this for years).

    However, I will add to the chorus. The ability to stack 3 of the same anthem was the only good reason to be in yellow line. I was okay with the decreased healing output if it meant having more utility for my group. If this change goes live, I will not be using yellow line again. Think about this, please! Yellow line already has very limited uses and changing the most positive thing about it will not make anyone happy.
    And then, forever remains that change from G to E minor.

    IMO, the most significant change are the RNG-free DA daily training with all six quests. It will greatly lessen the frustration of people who want to complete the DA deed for armor set, and people who want a good way to grind Scroll of Empowerment. I guess someone worries about the 7 gold token per days, but I think they can relax, because no matter how much gold tokens you have, you still need silver tokens, which would become more scarce when U16 hit.

    For instance, it costs 30 silver and 10 gold. per scroll. I can grind up to to 7 gold token per days, equaling to one scroll per two days. However, I will need 30 silver tokens, which are not easily to acquire per day with the RNG rewards from faction quests and daily training.     Well said. I have several hundred silver tokens in my vault - I almost sold them today. So very glad I didn't. I can't wait to get home and check the AH and see if I cannot stock up some more.

    The Carn Dum adjustment so the boss recognizes RKs, Wardens, and Beornings is most welcome. I took a 6-man in there with those three classes a few months ago and it was stupid easy because the boss stuns weren't working on RKs, Wardens, and Beornings. I told the group, guys, expect to be stunned in this fight. then no one was except our Champion friend.

    Marks / Meds changes. After years and years of asking for balanced Mark drop rate depending on average time invested in an instance, it sounds like you're heading in the right direction. If skirmishes are balanced better, and the old instances give proper rewards for time completed, you'll see a lot more players learning the classics again.

    Osgilliath instances: I haven't spent any time in tier 2 challenge since Update 16 because of the Osgilliath bugs and rewards issues. Thank you for making a convincing attempt at balancing the system with other content. My kin mates are thrilled to jump into these soon, and we've had a ton of kin members come back to the game pleasantly surprised at Update 16, with the changes and bug fixes, my next few months are going to be a ton of fun.

    Champion: second wind, NO! I was enjoying my overly op +5,000 power restores with almost no fervour. HAHA! just kidding, it did need to be balanced back down.

    Shire - Instance: A Gift for the North - fixed issue where killing the troll early broke the instance
    I ran into this recently on a hobbit hunter I made. I ranged the troll before the boss was dead and had to re-do the entire instance. The troll used to have 750 morale a few years ago, now it only has ~300 morale, which probably made this problem appear. A lvl 8 couldn't do that amount of dps a few years ago, but 300 morale is a one-shot for classes like minstrel.

    IMBUED LI: the potency of passive effects on Imbued Legendary Items (e.g., the +Parry Rating on a Champion's Greatsword of the First Age) is now tied to the tier of the Default Legacy on those items. This conforms to pre-Imbuement behavior, where applying a Star-Lit Crystal to an item would increase both the DPS and Passives: now, when your DPS (or equivalent) Legacy tiers up, the passives will increase as well.
    This change satisfies my #1 concern about making 2-handers, and is why I haven't desired too until we found the details. If these scale appropriately, I'll have no problem jumping in on 2-hander passives, my RK is waiting for me desperately to make new rune-stones.

    Endgame - Dol Amroth - Training Exercise: When accepting quests from an NPC during the Training Exercise instance, that NPC will now bestow all six quests instead of two quests at random.
    This change is really welcome indeed, and will also help my kin mates and my alts gear up their essences much more quickly. Doing all 7 quests each run is also going to make it a TON more fun for solo'ers. You will truly feel like you're rescuing / freeing Dol Amroth from the clutches of the Corsairs each day.

    For those concerned about empowerment scroll farming. that really will only be possible for players with lots of lvl 100s. 7 gold tokens from 1 run is = ~2,500 marks and 400 medallions at barter for empowerment scrolls. I expect a full run of all 7 token run to take 30 minutes for all objectives in most areas. btw, if you need silver tokens, you just farm the swan knights daily.

    Also, no changes to Osgiliath T1 loot? I'm pretty sure that we were promised that this would be made worthwhile in 16.1.

    About the LM and the changes to Ancient Craft and the Enfeeble trait:


    • Loremaster:


    - Amour Debuff Potency should now properly display and increase the debuff of Ancient Craft.
    - The Lore-master traits Enfeeble and Force of Will can now both affect Ancient Craft at the same time.
    - Lore-masters with both the Enfeeble and Force of Will traits will now have the correct duration on their Ancient Craft skill.

    This is great news! Does this mean that (with one point in Enfeeble) the problem with the second duration for SoP:C and SoP:SaE will also be fixed?

    According to my testing (not on br), with one point in the Enfeeble trait, the second duration of both SoP:C and SoP:SaE is much, much shorter than what it should be and what was showed in the tooltip.

    I will explain using SoP:SAE as a example. (While testing this I had 1 point in "Enfeeble" and I had reached the passive trait "Force of Will")

    SoP:SaE
    Tooltip info without book legacy: 1st duration 10s, 2nd duration 20s. (The tooltip shows the correct duration.)
    Actual duration: 1st duration 10s, 2nd duration 5s. (The actual second duration is incorrect.)

    Tooltip info with book legacy: 1st duration 10s, 2nd duration 50s. (The tooltip shows the correct duration.)
    Actual duration: 1st duration 10s, 2nd duration 5s. (The actual second duration is incorrect.)

    Conclusion:
    a/ Having 1 point in Enfeeble would cause Force of Will to not give the extra 15s to AC. (This is going to be fixed.)
    b/ Having 1 point in Enfeeble will cause the (actual) second duration of SoP:SaE AND SoP:C to be shorter than it should be. The book legacy has nothing to do with it. The tooltip shows the correct durations but the actual second duration for these two skills are incorrect.

    Will this also be fixed in U16.1?

    edit: I forgot to mention that I was not on BR when I tested this.

    Seconded. Yellow's only use was stacked anthems. If you are going to introduce this, give the yellow minstrel access to Rally. (In fact, ALL minstrels should have it, but blue should get a vastly reduced cooldown on it).

    Otherwise, some very nice quality of life changes. But PLEASE:

    - introduce crafted morale essence upgrades
    - fix the medium armour mit curve
    - make Osgiliath T1 loot meaningful.

    Doesn't this mean you get LESS marks in these instances when you tier it up? That's what it sounds like to me. Like they were giving too many marks when scaled up, so now they will be giving less than before.

    This is exactly why I'm asking for clarification. I'm not sure exactly what the described change means. If it means no more stacking 3 anthems at all... YUCK YUCK YUCK NO!!!!

    But it might mean that you can't have a group full of Yellow minstrels (as uncommon as that might be), each stacking their own individual sets of 3 anthems, on top of each other's anthems. So crazy many anthems everywhere!

    That interpretation of the change still annoying, but more manageable, IMO (I'm usually the only Yellow minstrel in my group anyway). But I want to add the following caveat: I'm only okay with it SO LONG AS we know for absolute crazy certain that there is NO chance in hell that minstrels with weaker anthems can overwrite another minstrel's more powerful ones. I have worked really hard with my LIs and traits to beef up my anthems, and I don't want them getting constantly overwritten.

    But yes. We very much need some clarification + assurance that powerful anthems cannot be overwritten by weaker ones.



    And again... if it does mean no stacking three anthems anymore at all.... NO NO NO NO YUCK. STOP.
