    There's always the possibility that the cosmetic doesn't exist in game, and the image is only an artist's rendering.

    I mean, I've never seen an actual Lore Master grip their staff that low.

    I think it could be http://lotro-wiki.com/index.php/Item...he_Eternal_Sun, someone in global linked a staff looking like that today. Can't find a picture of it though.

    I have http://lotro-wiki.com/index.php/Item...he_Eternal_Sun in my vault, and I'd say it is this staff, however it doesn't look quite as impressive ingame, and if you look closely, the image above seems edited, the "head" of the staff is actually duplicated and overlayed with some offset.

    I can confirm this is the Staff of the Eternal Sun. It is a teal-quality item and comes from lootboxes. Depending on the level of the lootbox, the staff will have different stats and different adjective in the item title describing it ("common staff of the eternal sun", "exceptional staff of the eternal sun" etc), but its cosmetic look is always identical.

    Best way to find this staff is to keep a regular eye on Auction House, chances are especially good when the Lotro store weekly freebie happens to be a sturdy steel key and AH explodes with listing items that comes from opening lootboxes.

    I'm pretty sure that that is a standard Loremaster animation, associated with some kind of wind or frost effect. I duo with a LM and I sometimes see her gripping her staff toward the bottom and twirling it around while a cold, windy sound plays.
