I'm pretty sure each rank of stat legacies give +1 of the stat. The tier of the legacy won't change anything except the cost of ranking up. The level and age of the legendary item that the legacy is on will affect the starting amount.
I think the Legendary Item Planner plugin is pretty accurate for stat legacies.Join the LotRO Volunteer QA Team!
