I have downloaded LOTRO again, (I have a windows 8 - if that matters), and once I downloaded LOTRO I went to my Documents and opened the LOTRO folder which usually contains a music folder, but only contained a file that said, "User Preferences." If I make a music file in that location, will that work?

Yes, if you add the folder yourself it will work just fine.
As I recall, I didn't have the folder there by default either and had to add it.How to get help on the Tech Forums and how to contact Turbine
