Are there skill points in this game? (points you receive for leveling up to add to your character stats like agility, power, vitality,...

Not as such, although they do increase on their own as you level, at least up to 50. You can use gear is to increase those stats. You can personalize your character by the use of virtues and class traits.

No, but as you level up, the equipment you can use will add to your stats. Your stats will also go up as you level with no decisions required on your part. It's especially cool when you level up in the midst of a tough fight (against multiple foes) and go from a quarter Morale to full Morale and Power.

Next month as part of the Helm's Deep expansion, they will be changing the way class traits work. Instead of earning traits that you equip at the Bard (which is what you do now), you earn a trait point every 2 levels (and by doing deeds). You use those points to buy traits in a tree that grant you new skills, or help your character in a lot of class-specific ways that are a lot more complex than merely adding to agility, might, morale, etc. Check the Developer Diaries for more details on this new, upcoming system.

In the next version there will be skill points, but that you use to buy skills, not stats. Stats only get improved with gear, generally.

You can raise your stats by raising the tier of your virtues (+84), buying stat tomes (+80) & improving the quality of your gear (depends the set, some as high +158 per piece).
