Competition for resources, regarding the crafting of kinships seems to be pretty fierce on every server these days. AKA Everyone wants the kinless to join their kins. Players are kinhopping, looking for what suits them best, and kin recruiters are all pretty much promising the same things to everyone. On busier servers there are ninja kinvites flying around like shuriken. There is even a thread here that started up recently, complaining about /tell kinvites... which are generally considered to be the most polite form of kinvitation (as it doesn't spam up the chat channel, it isn't as random or impersonal as a ninja kinvite, and it invites discussion first).
If you want to form a kinship, and you wait until you get enough positive responses on the forum, you may never get it off the ground.
If you have friends you play with normally, you should talk to them first. See how many of them would want to help you start your kinship. However.... you should STILL go ahead and start your kinship in the game.
If you don't flesh out the minimum 5 with friends, then you should create a second Turbine Account, use that to create a free second LOTRO account, start a second game client while you are already in the game with your main character (the Kinleader), start a new character with the second LOTRO account and get it out of the introduction. Then, invite that new character on the second account into your kin, and make it an officer. Once you have done that, you can switch to whatever alts you have on your main account, and invite them into the kinship with the new Officer you just made.
If you are strictly a Free2Play player, and you haven't ever spent any actual money on the game, and you haven't purchased any character slots with the TP you have earned in the game, then by using this method you could have at least 4 members total in your kinship (two accounts, two characters each). Creating a third account would give you a possible total of 6... but if you can't get at least one friend to assist you in starting your kinship, you might want to rethink the whole thing.
After you have your minimum 5 total characters in the kinship, you can start recruiting more people from inside the game... and eventually either phase out the second account, or use it for storage or a mule.
