Long time player, but I haven't been playing as often as I used to for one main reason: my chat doesn't work.
The IM function works fine, but I can't use the actual chat at all - no channels, not even Fellowship or Kinship. Every time I try, it just tells me that I'm not logged in.
As a first step in trying to fix your chat issue you can try an edit to the "UserPreferences.ini" file that resides in the "The Lord of the Rings Online" directory within your Documents directory.
The value you need to change is in the "[Net]" section. You need to change "UserSpecifiedPort=0" to "UserSpecifiedPort=9000".
If you don't feel completely confident doing this then try to get someone who does to do it for you and, as always, be sure to make a back-up of the file before attempting to edit it.
I can't seem to find it. All I can find is PluginOptions. That gives me ?xml version, encoding, and standalone.

Should I try to get in touch with the game staff or whomever? Do you think they could help me with my problem? If so, how?
You've gone way too deep in your directories if you're looking at the "PluginOptions.xml" file.
You just need to go to your Documents directory and then open the "The Lord of the Rings" directory and the "UserPreferences.ini" file is right there (note that if you're using the default Windows display settings then the .ini extension won't show for you).
