Hello everyone! This is a bit of a suggestion/fix and a bit of a brainstorm head knock thing. With this being said, if you do not support the suggestion but have an alternate fix, fire away or make a link to an alternate fix. ^_^ this is an open forum after all .
Turbine has recently stated that they aren't terribly focused on LIs through Helm's Deep, but this suggestion doesn't ask to be employed immediately, just food for thought about how to go about it. And how I propose going about it is:
Legendary cores will replace* legendary items; but will share the same recipes, cooldowns, and crafting professions.
For example, instead of having to sort through all the champion legendaries for supreme, westfold, and eastemnet; instead you have:
CHAMPION 60 ->"CRAFTED CHAMPION POMMEL", "REFORGED CHAMPION POMMEL"
CHAMPION 65 ->"CRAFTED CHAMPION POMMEL", "REFORGED CHAMPION POMMEL", "RESHAPED CHAMPION POMMEL"
CHAMPION 75 ->"CRAFTED CHAMPION POMMEL", "REFORGED CHAMPION POMMEL", or "RESHAPED CHAMPION POMMEL"
CHAMPION 85 ->"CRAFTED CHAMPION POMMEL", "REFORGED CHAMPION POMMEL", or "RESHAPED CHAMPION POMMEL".
These crafted cores would be inert and unidentifiable. The trick is that you'd be able to use it on any weapon you find that meets the core's level requirement.
When attached, the item retains it's attributes but becomes an unidentified legendary weapon (which could be identified). A captain would theoretically craft a 2h sword with 110 might, 54 fate, and 330 crit rating; and attach the core to it and it becomes a legendary with 110 might, 54 fate, and 330 crit rating in addition to it's standard properties.
As such, I'm not sure if it's DPS could be rank-improved (but I see no harm there)
What this means is that EVERY CRAFTING PROFESSION gains utility and desirability. JC's would be able to make specific champion runes and attach a "reforged champion's chisel" to turn that rune into a legendary with those properties.
Essentially, it improves the crafting scene while, really, harming nothing.
WHAT ABOUT LEGENDARY DROPS?! What about those useless 63 off-class legendaries that we always melt?
>> The simplest solution is to turn them in to useless 63 off-class cores that you'll always melt.
WHAT ABOUT TURBINE MONETIZATION?
>> It would be unaffected in a worst case, and would create incentives in a best case. Essentially, now players have more reason to craft, get crafting recipes from the store, get accelerated crafting, crafting exp, etc. This would more-than-likely improve the rate at which you'll go through legacies simply because you don't find that useless 1h class legendary, but you find that more-useful class core that can be applied to any non-legendary weapon.
WHAT WILL CHANGE?
>> Turbine would have to create a new LEGENDARY CORE system (which may not even be possible through their engine, I don't work there so I don't know) for affixing cores onto existing items. They would have to change Supreme, Westfold, and Eastemnet recipes to reflect the new changes and design new 2H/1H weapons, and non-legendary class items to fill in. They would have to replace enemy loot tables to reflect the new loot system in affected areas.
I DON'T WANT TO LOSE MY 85FA TRIPLE UPGRADED WEAPON!
>> All items in circulation will not be lost. They'd simply create new cores and change the loot table and crafting table. Your weapon would remain unchanged. With that said, you may just want to change to a different weapon simply because you prefer the better stats.
AREN'T YOU AFRAID THIS WILL BE OVERPOWERED?
>> Not especially, I can see your characters being more powerful, perhaps a TON more powerful, but not enough that it would evaporate any and all difficulty or challenge from the game. The game will remain challenging, but you'll have far more creative control over legendaries while not removing every aspect of randomness.

*This doesn't actually replace legendary items completely, just replaces the drop table and crafting table. All existing LIs will remain safe.
