Is there a Level cap on the cooking teir

I am a level 17 Lore master and I am a yeoman I am trying to level my cooking but it will not let me get past proficiency status on my cooking why is that. Is there some kind of level cap preventing me from advancing?

You'll have to be a little more specific, but I think I know what the problem is. In order to go into Master status on a tier (the yellow bar) you must have completed Mastery of the previous tier. So for Journeyman, to start working on the second bar you would need to have completed both bars in Apprentice, or whatever the first tier is called.

If you've just completed the basic Expert tier and Artisan isn't opening up, it's because you need to complete a quest first. If memory serves you get the quest from the Expert Cook at the crafting area in Michel Delving, but any Novice Cook NPC should have a quest ring to point you in the right direction. Once you've done that quest, Expert mastery and Artisan basic levels should both become available.
