I'd try rebooting the computer, and if that doesn't work, try clearing your Internet Explorer cache. The LOTRO store uses IE to connect to the internet, so maybe it's cache clears too if you clear IE's cache. Can't guarantee this will work though, if it doesn't, follow Yula's advice and contact Turbine Support (also for the adding points problem, it's something that happens a lot lately and support can fix it for you normally).
