Missing Stealth tool for Hunter

I have a level 31 Hunter one of four Hunter I am playing. All of my other hunters levels 28 thru 43 have their stealth tool except for this level 31 I have looked to see if I have just not activated it but it is nowhere to bee found. so where do I go to get it ? Any suggestions or advice would be greatly appreciated.

Is your level 31 hunter a Man or Dwarf? While the others are Hobbits or Elves?

Hobbits and Elves get a racial skill, finished by deeds, that allows their character to stealth up. Man (and fairly certain Dwarves, have never played one) do not. Perhaps that is what you are seeing.
