The weak link looks to be your graphics card. To quote one online review of that card (all reviews I have read come to pretty much the same conclusion):

For the money, the Radeon HD 6670 is a decent-looking budget graphics card. It will run modern games at playable framerates on medium settings, but not much more than that.
Now, that particular quote was written about eighteen months ago, and LOTRO first appeared four years before that. I would expect you to be able to play the game comfortably on "High" settings with some of the more demanding graphics options lowered or disabled, but playing in "Very High" will likely result in unsatisfactory frame-rates.

You did not specify the CPU (processor) or motherboard, but based on the rest of your hardware, I assume they are better than adequate. It is the graphics card that will be the most limiting factor. If your entire computer was purchsased new within the last two years, adding a better graphics card would be very wise and will extend the useful life of your machine for at least another two years (depending upon what other games you play, of course).

    Toby Faircottons knows.

Toby might be going crazy but I believe that there is no high install nowadays, and in any case, the high installer means the textures have higher resolution, so it depends not so much on your computer, (which since Rohan will probably run SMOOTH on maxed out graphics) but it depends on your screen resolution. Though again as Young Toby says, both installers have been merged, if your screen resolution can use high textures, the launcher will download them. Worry not. Unless I am speaking total none sense, then worry. But not too much, for wrinkles will appear on your forehead, and you will look like a raisin.

    Regardless,
I used to run LotRO on very high with HD3850 no problem. Now I switched graphics card to HD6750 and didn't feel any difference, so I went with ultra settings and feel's the same. The game is much more memory consuming than graphics power as far as I can tell.
