Bree-land ranger (in a fancy hat instead of the usual hood). The blue-brown of the steed doesn't exactly match the blue-brown of the outfit that is a little darker, but in my opinion the seven-pointed star motif really brings them together. The cloak decoration directly refers to the character's Sindarin nickname - "Elmegil", literally "sword of the stars", in my intention to be meant in the wider sense of "sword of hope".

Head: Farmer's fancy wide-brimmed hat - Default dye
Shoulders: Fine Grey Company wrap - Steel Blue dye
Back: Ceremonial Wig-feld - Default dye
Chest: Ornate winter jacket and trousers - Default dye
Hands: Dreng-Folme - Walnut Brown dye
Feet: Threadbare boots of the Dunalnd Healer - Walnut Brown dye
Weapon: Crafted lvl 75 1st Age Legendary Captain's greatsword

    Steed: Steed of the Dusk-Watch

    Steed of Shifting Hues

Maybe ya'll can help me--I'm decked out in all white and my horse is the Steed of Shifting Hues. What I want most is a colour-changing cloak. Does such a thing exist? I had thought there was a cloak from the Isengard instances that would match. Maybe I'm misremembering?

Yes, I'm pretty sure there is a cloak from the Isengard instances that match. You might try googling Lotro cloaks. Some sites have all the items available in game and how to get them.
