    Would this relate to Saruman, imprisoned in the Tower of Orthanc following the battle of Isengard? The rainbow light from a prism referring to his robes, and the “propaganda” being his chief weapon of subterfuge?

    Indeed it would relate to Saruman, his "skill" and his prison. The prism came from this conversation between Gandalf and Saruman:
