we are being trashed by devs and abused by other classes
Anyways. We all have it slotted, haven't we? Now you might want to try without it. 11-16 power are betwenn 10%-30% of our power costs. And we get it back. Now imagine if our costs were increased by say 15% across the board? Would be still be able to handle? No. Bread and Butter for us, though it is underwhelming and useless as a slottable legendary. But it has a strong effect just as sword and staff.

GIFs are far better of an attention grabber then meaningless walls of texts that are just as easily disregarded. When your walls of texts start getting into the TL;DR range, they're disregarded even easier.
Yes, what if our costs were somehow magically increased by 15% across the board? What if our damage was also increased by 50%? What if suddenly, somehow, Hunters got +30% Evade and Parry for just being Hunters? Not saying it's going to happen, but OMFG WHAT IF!!??!!??
You could play the "What if" game until the cows come home, it's not going to change the fact that Lore-Masters are getting a super-reward for always slotting an extremely important trait for their class, while Hunters got a kick in the grundel for doing it at RoI.
I could easily unslot my BotR right now and it really wouldn't make too much difference. Maybe if I didn't have -22% skill cost across the board combined with -30% IPS cost and over 1,300 ICPR...then yeah, maybe it would be important to me then it is right now. Then again, if BotR had Sword and Staff levels of usefulness, it would be important to every Hunter, regardless of build, just as Sword and Staff is important to every LM, regardless of build.
I mean, really. I could compare BotR to any other Legendary Passive right now and see how it stacks up, but why bother? We all know it's going to fall extremely short, as every other classes Legendary Passive is leaps and bounds better.

Unfortunately, the Sword and Staff vs BOTR argument isn't really a hunter vs LM one. The problem is a lack of consistancy in vision across all the devs. What they're doing is identifying those traits that should be passive on a case by case basis, I think, instead of looking at it like a macro issue of, "do we have traits that should be passive. If so, which?" And then updating them across the board. Doing it on a case by case basis is of course poor customer reltaions because then you get the whole "well why is my class not being done if your reasoning is this!". But then again, when is Turbine known for good customer relations?
really nothing will change for the foreseeable future.
i have predicted many things over the years (and 90% of it turned out to be correct, including my prediction that hunter will have rubbish changes for RoR) and im still seeing the hunters going on as always.... that is, badly.

*snicker.... snort... larf...... muahahahah*
but srsly.. if you still have that euphoria after this amount of time then you will have quite a crash once RoR rolls around. from what my telepathic ears have picked up there are some pretty bad set bonuses for PVE sets. jewels wont save us alone or they will make Burg DPS OP.
you will see.... this is just how it was before RoI and SoM.... always the doubters... always crushed afterwards.
you'll be back.

The LM<->Hunter reasoning is simply on that is based on a different point of view:
The LM is versatile and used as such (it's probably the class I retrait most often). Also, it's possibly one of the more powerful classes and Turbine has lately been very reluctant to change essentials due to that. Yet, S&S always remained a must-have skill, no matter the build you needed due to it's huge bonuses all in one trait. So they figured moving the most important part of it to a passive would essentially be a non-change (with a slight buff to keep the trait somewhat worthwhile), except LMs would now be able to run without S&S once in a while. Ie. an improvement without changing the balance of power.
The Hunter on the other hand is a very much single-minded class, with Strong Draw being one of the main must-have traits. So, in order to get more variety, we Hunters needed a big push to get rid of Strong Draw and the best way to do that is to nerf the hell out of it. The downside of the whole thing is that there's little else available that's as powerful and in the proper traitline to keep the desired line-bonuses. So people didn't change traits and it ended up as a general nerf. Which by the way highlights the Hunter's problem: there doesn't seem to be an overarching design strategy. It's small fixes and adjustments here and there, but changes like these don't work if there aren't other traits available that are similarly desirable.
