One of the things absolutely love about this game is the huge, interconnected world that they offer. So actually, there is nothing that is preventing you from exploring these far off areas, except maybe a handful of high-level mobs. This may prove difficult for the lone, defenseless traveler, but that's part of the experience.
Since you're a Roleplayer (which I assume based on the OP posting here), why not team up with a band of like-minded fellows and go exploring? Even for low levels, this can be an incredibly fun and rewarding experience. Back on the day the Moria expansion launched, a group of us formed up and went exploring. We ended up fighting and healing our way across the entire length of the cave, getting lost and at times facing mobs that were 10 levels higher than us.
Outside of that experience, I often hear about plenty of organized "Walks to Rivendell" events, and similar events that follow in the footsteps of the Fellowship. I have escorted a few low-leveled individuals across dangerous plains myself, just so they could experience new areas first hand. Personally, I find it thrilling to explore vast and dangerous new areas, even when my character is vastly under-leveled. Who knows, it might even provided the inspiration to start leveling so that you can compete with the mobs in these areas. After all, it doesn't take long to level in this game, and as many will tell you, the journey (aka, the leveling) is far more rewarding than the destination in lotro.
