Forgive me for being technical here, but the visitor is singular. While the armada was indeed very dreadful to behold, it was not a singular being and Ar-Pharazon, especially in his old age, was likely not dreadful on his own.

Ok, I have 2 guesses, though they can relate to each other.

The first is the messenger from Morder who went to the Lonely Mountain and asked for allegiance from Dain. This messenger gave a feeling of dread and made them uneasy.

The other would be the Nazgul in the Shire asking hobbits for Baggins.

I will give a point of reputation as I cannot disqualify these.

HOWEVER! I will offer this hint for the correct answer: This visitor is not evil... but...

    HmHmHm...

I will complete the sentence if the correct answer is not within the next 2 questions...

I know this was posed while another question was pending, but I thought I would respond so that Nibenwen doesn't feel ignored:

Nurn, the relatively fertile region of SW Mordor, which was worked by Sauron's slaves to produce food for his armies.

I have a feeling this is not correct, but could it be Aragorn, specifically his coming to the Morthond Vale via the Paths of the Dead, where people cried in terror, "The King of the Dead! The King of the Dead is come upon us!" He wasn't evil but the people there dreaded him.

Sam's gardening and forestry efforts in the Shire in The Grey Havens chapter of LOTR. The soil from Lothlorien was fine like dust and grey in color. That would resemble ashes.

Incorrect, I'm afraid! If I recall, he was only passing by those folk. The visitor I refer to was literally visiting, not just passing through.

This visitor is not evil, but he (at one point) was twisted to be this.

This is a longshot, but here goes.

Gandalf, when visiting the court of Théoden at Meduseld would have seemed a dreadful visitor to Grima.

Sauron as Anatar the lord of gifts, seeking to enter Lindon?.

woops i see this was the first guess

Turin Turumbar possibly the worst house guest in history!

Alright, I have another guess for the Dreadful Visitor.

I'm going to guess Hurin, when he went to Doriath after being released by Morgoth. Melian had pointed out that the shadow of Melkor was on him, and that his malice was there. Plus the aging effect from being stuck on Thangorodrim for years gave him a dreadful look.

Gandalf... another unable to be disqualified answer... but it is incorrect on the basis that the visitor I refer to gives off dread involuntarily, not at will... And that may give away the answer...

These two: Neither Turin or Hurin were (that I recall) twisted to be evil.

Here the clue of "...he (at one point) was twisted to be this..." has been misinterpreted. This visitor was never evil, only perceived to be. Not truly turned to evil deeds at a point.

    Re: Two-word Tolkien Trivia

    Orome is the dreadful visitor.

From the Silmarillion (shortly after the awakening of the elves):

Yet many of the Quendi were filled with dread at his coming; and this was the doing of Melkor. For by after-knowledge the wise declare that Melkor, ever watchful, was first aware of the awakening of the Quendi, and sent shadows and evil spirits to spy upon them and waylay them. So it came to pass, some years ere the coming of Oromë, that if any of the Elves strayed far abroad, alone or few together, they would often vanish, and never return; and the Quendi said that the Hunter had caught them, and they were afraid. And indeed the most ancient songs of the Elves, of which echoes are remembered still in the West, tell of the shadow-shapes that walked in the hills above Cuiviénen, or would pass suddenly over the stars; and of the dark Rider upon his wild horse that pursued those that wandered to take them and devour them. Now Melkor greatly hated and feared the riding of Oromë, and either he sent indeed his dark servants as riders, or he set lying whispers abroad, for the purpose that the Quendi should shun Oromë, if ever they should meet.
