Relentless Attack - Max buff on lv65?

I've got a Tier 4 RA on one of my lv65 Third Age weps. However, when I have it equipped the tooltip shows that it only goes to +1177 (rank 9), whereas I've noticed that my Tier 5 Rank 9 Guard buff is higher than that (around +1300).

Is this the norm, or does the RA buff actually increase when a tier is upgraded?

The values for relentless attack and on guard parry are not the same, and no they do not increase with a tier upgrade they just get cheaper to purchase.

The highest buffs are also available on a lvl 59/60 first age currently (both for RA and OG).

Yes, hjighest buffs on 1st agers, but I deconned first age buffers because I needed the space, the minor decrease in buff amount didn't matter too greatly. The othe rposter I believe is correct, class to class, skill to skill, there is a difference in that respect. 1197 I believe is the 1st ager buff max...

No. The buff on a 1st ager, max, is +1215.

I consider it my job to always have the best available, which means having a 1st age weapon buff stick for parry/crit (both maxed), a 1st age emblem buff stick for focus maxed, the motivating speech buff maxed (best if it's on the 1st age weapon, so you don't waste space carrying 2 weapons, but I do have to waste that space), and telling mark maxed on my regular weapon

Wow! You sound like me. I have a ton of weapons clanging together, for buffs on my back, so that I can never go anywhere without alerting all the orcs in a 1 mile radius. LOL

Ya, someone should really look into this. At any time, I a good captain is probably lugging around at least 4 legendary items - a main weapon and emblem, and then two more for buffing. If you carry around a 1-hander for tanking/sword&board as well, that leaves just one spot open to casually level a new weapon.

I have 3 for buffing, but I only use a 1-hander for normal situations anyway, so I still have one slot available. But yeah, it's a pain.

I have been documenting these differences in legacy values here:
    http://lotro-wiki.com/index.php/Capt..._Item_Legacies

I could still use some help, so the tables are more comprehensive. I have to actually equip the item in order to gather the data, so it's taking me a while.

Someone pointed me to the LI spender from mmorsel http://lotrotools.mmorsel.com/lispender, but I have found discrepancies between their calculator and the in-game values. I wrote to them about it and gave them screenshots to help them improve their tool. The lotro wiki isn't hard to update, and that would give us a second source for this information.

Re: Relentless Attack - Max buff on lv65?

I think the crit buff is calculated differently from the parry buff and they have different rating caps. I think the max crit rating for all classes and damage types (melee/ranged/tactical) is capped at 15% while defensive ratings like parry/evade/block can be over 15%. That would explain the differences you are seeing on legacies.
    Thanks,

Re: Relentless Attack - Max buff on lv65?

The value curves for Tactics: On Guard Parry Rating Buff and Tactics: Relentless Attack Critical Rating Buff have been updated to match Holman's spreadsheet. The old values will be cached for up to an hour. If you are still seeing them after that, please do a deep refresh on your browser (Ctrl-F5) and that should give you the fresh data.

I also double-checked all the other captain legacies against Holman's spreadsheet and we are in agreement. If you find any other issues with the LI Spender, please PM me here or drop us a line at mmorselguides@gmail.com.

    Thanks!
