Wow, there are a lot of beautiful and innovative outfits on the Russian fashion blog. Some of these pieces I have never seen before. Please tell your friend that the look of this blog is amazing. I would consider writing a note using a translator, but I'm afraid it would turn out as gibberish.
You can remove the Unexpected Fashion Blog from the list. Things came up and we haven't posted anything in practically a year.

Sadly many of them have been inactive for a very long time. Is this lack of activity a reflection of the state of the game? Is blogging exhausting? Does it wear players down? I don't know, I'm not a blogger myself. What I do know is that I miss them very dearly.

Hi Cambruin! I too think it's sad so many blogs have become inactive in the past year. At least those blogs still exist for every fashion-minded LOTRO player to browse!
To answer your questions, outfitting can be taxing--especially if it's something you're going to do regularly on a blog. I don't presume to speak for all the fantastic cosmetic bloggers, but it generally takes a a while to piece something together and then find a suitable place to take the screenshots. I'll let you in on my routine as an example. I've been playing since late 2010 and I've been a collector of gear since then (all festivals included!), which leaves me with a nearly inexhaustible library of cosmetics. Putting something together can take as few as 30 minutes and sometimes as long as a couple days. This includes the outfit itself, the lengthy screenshot sessions, finding a location for those screenshots, and waiting for the right time of day. I'm also one of the bloggers that doesn't take screenies of characters only standing still. I like to animate mine and capture a particular pose. Taking a screenshot during an emote is easy...those you can spam all day long. Sometimes I see a pose I like in a skill that has a five minute cooldown. Unfortunately, if I don't capture the right pose, it can mean waiting on that cooldown several times. But, to each his/her own.
After getting those pictures ready to go for the post, comes the writing. Everyone approaches this differently. If you've gone through The Starry Mantle, you'll notice that Starry has included painstakingly researched lore and related background information on posts. On my blog, Material Middle-earth, you'll see me talk about the outfitting process in my posts or how I came across a particular piece. Hymne from Cosmetic LOTRO will give you insight into other outfitting processes and keep you abreast on cosmetic-related news. On the rare occasion, you'll find someone is hosting a special even tor contest. I don't want to make this response any longer, but those are some examples.
In light of the effort and time it takes, most of us take breaks from the blogging and some are longer than others. Sometimes, after being gone for so long, blog owners and outfitters might not feel the desire to resume. I recently returned after some pricey PC hardware failure.
